Introduction
Forward Service Corporation was one of the first private non-profit administrators for the Wisconsin Works (W-2) program when it began in 1997. W-2 is the State of Wisconsin’s Temporary Assistance for Needy Families (TANF) program—the welfare reform program signed into law by then President Clinton, as part of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA). Forward Service Corporation currently administers the W-2 program in ten counties including two consortiums covering multiple counties and one single-county program.

Current Administrative Areas:

  • Northern Consortium (Forest, Oneida, Vilas, Lincoln and Langlade Counties);
  • Bay Area Consortium (Florence, Menominee, Kewaunee and Brown Counties); and
  • Waushara County.

Forward Service Corporation delivers W-2 and related services through the Wisconsin Job Center system. Wisconsin Job Centers offer an array of programs, resources and supportive services to both the job seeker and employer. In addition, referrals are made to other community programs and services. Program Accomplishments:

  • Forward Service Corporation serves approximately 3,400 individuals annually.
  • Forward Service Corporation provides funding to serve 1,721 families with child care assistance.
  • Forward Service Corporation assists nearly 1,500 individuals per year in obtaining employment with 80% of our customers entering employment within the first 90-days at an average job entry wage of $8.05, which is $2.09 above the federal minimum wage.
  • Over the past two years, Forward Service Corporation prevented homelessness for 1,122 adults and 1,950 children through the W-2 program.
  • Forward Service Corporation provides literacy and language assistance to more than 50 refugees seeking employment annually.
