Forward Service Corporation has been involved in the Supportive Housing Program since 2001, when we became aware of an affordable housing crisis in our region that was contributing to homelessness for families and individuals.

The Supportive Housing program totally changed my life. I now have a roof over my head and have hope that things are going to be better. I came from the shelter with no prospects for employment or housing. This program provided a safety net to help me get my life back on track. Working with the Forward Service Corporation staff I received assistance in establishing a plan, support in achieving my goals and a motivating environment that encouraged me to do my best.

Forward Service Corporation embraces the Supportive Housing Program because it is our belief that it is far more effective to provide supportive services in addition to rent subsidies to individuals and families as they transition from homelessness. To this end, we have developed housing options that include case management, employment counseling and/or coordination of support services along with rental assistance to provide program participants with the wrap-around support needed to increase their skill level and/or incomes, increase understanding and influence over decisions that affect their lives and to achieve residential stability.

Program Purpose
The Supportive Housing Program provides supportive services coupled with subsidized housing to enable homeless individuals and families to secure and maintain housing. The program is designed to prevent people from returning to or falling into homelessness through supportive services that strengthen the ability of individuals to function independently.

Scattered Site Housing
Forward Service Corporation uses HUD funding to administer the Supportive Housing Program in Brown, Forest, Langlade, Marinette, Oconto, Oneida, Shawano and Vilas Counties. These funds are used to lease units directly from private property owners. In most cases, the individual or family is the leaseholder of the property and are required to pay a percentage of their gross income toward rent. The key to success in this program is the integrated case management services provided to stabilize the housing situation.

Program Accomplishments:

  • 350 households served since 2001.
  • 86% of the people exiting the program enter into permanent housing.
  • 75% of the people exiting the program have gained employment, increased household income or added a mainstream resource during participation in the program.
